So I understand that each organization that joins is a cell, but I unless I'm misreading it you want orgs to divide up by role then after that the rest of the structure is up to them. I believe that could cause issues for a lot of organizations. Take my group for example, we have 4 divisions set up, being divided into roles before we get to our setup would cause havock with our chain of command
This is mainly to make gathering the info for all the strategist types a lot easier eg, there's "X" number of attack craft in this area, lets put out a call to hit this target. Or if there's a need to increase numbers of a certain type in some area we'll be able to monitor the build up live etc.
What are your 4 divisions? Maybe there's a compromise that will work? (I mean at our end, you run your Org how you see fit)
Also if none of the "role/divisions" work for you at this point maybe you could put your people into the "General Duties" division until it's clearer what you want to be doing in PF.

PPS. Just thinking about it, although we need these subdivisions to be the same in every Cell (and every Cell will have all these divisions) that does not mean you have to use them all. For example a Trading/Transport Org that is taking part in PF will have all the subdivisions but may only have people in the "Support" and "Escort" divisions. Leaving the others empty or maybe using them later if they choose.
So these subdivisions are for the purposes of PF as whole and may not be a direct reflection of your home Orgs divisions (We have no need of a "Sales" division in PF for example)
Also you have complete control of your own peoples rank in PF (all 6 ranks are available to you) so you just match rank by number of stars to what it is within your home Org.
